Energy Conservation Fund (ECF) Charges


In 2005, the Connecticut State Legislature passed the Energy Policy Act of 2005 (EPAct). Among its many provisions, EPAct directed Connecticut's municipal electric systems (including the Wallingford Electric Division) to begin collecting funds for the purpose of encouraging various energy conservation efforts. These funds were to be collected at the rate of $0.001 (one tenth of a cent) per kWh in 2006, and this rate increases by $0.0003 per kWh each year through 2011, until the ECF charge would "level off" at $0.0025 per kWh. For 2008, the ECF was set at $0.0016 per kWh. For the next three years, the ECF charge on all WED bills will be as follows:
