Stormwater and You

The Town of Wallingford is one of approximately 130 municipalities in Connecticut that are located either completely or partially within an urbanized area. These communities were mandated to seek permit coverage with the Connecticut Department of Energy and Environmental Protection's (DEEP) Phase II Stormwater Program. The General Permit was issued in 2004 and reissued a second time in 2013 without changes. This General Permit expired in 2015 and was extended to January 2016 and then to June 30, 2017. A revised MS4 General Permit was issued July 1, 2017,  and expired on June 30, 2022. A revised MS4 General Permit has not yet been issued.

Under the new General Permit, the Town must prepare and submit a Plan that addresses how the Town will comply with the six minimum control measures required by the NPDES permit. These six minimum measures include:

  • Public Education and Outreach
  • Public Participation/Involvement
  • Illicit Discharge Detection and Elimination
    • Illicit Discharges to the MS4 are prohibited. To fund out what constitutes an illicit discharge, please click here for some tips on what to look for. In general, if it looks suspicious, report it.
    • The public may report potential illicit discharges or connections into the Town's storm sewer system. A reporting form is available here or at the Department of Engineering Office. Completed forms shall specify the location, date and time of an illicit event(s) and be returned to the Department of Engineering, Attention: Town Engineer.
  • Construction Site Runoff Control
  • Post-Construction Runoff Control
    • The Post-Construction Stormwater Management Facility Operation and Maintenance Plan Manual was developed to meet the MS4 Minimum Control Measure No. 5(D)-Post-Construction Stormwater Management in New Development or Redevelopment, Long-Term Maintenance of the CTDEEP MS4 Stormwater General Permit. It is intended to apply to a broad range of stormwater management methodologies and evolving stormwater management developments over a number of decades.

  • Good Housekeeping/Pollution Prevention
    • The goal of a Stormwater Retrofit Program is to comply with Section (6) (6) (B) (ii) of the CTDEEP MS4 Stormwater General Permit. Specifically, the Town of Wallingford is working to improve water quality-mitigation efforts related to stormwater management. The incorporation of stormwater retrofits into existing developed sites or redevelopment projects can reduce adverse impacts or uncontrolled stormwater runoff systems. Stormwater retrofits can also remedy local nuisance conditions and maintenance problems in older areas, as well as improve the appearance of existing facilities.
